Mr. Culley directs the University's Office of Legal Affairs. He is responsible for the delivery of legal services by the Legal Affairs staff attorneys, and he supervises external legal work by over 25 state and national law firms. His special areas of responsibility include legal issues in university governance and administration, legal services to the university's areas of business and finance, construction, human resources, athletics and government relations.

- IUC Legal Committee, Attorney General's General Counsel Committee, & NACUA
Prior to coming to Ohio State, Mr. Culley was the first Chief of the Education Section of the Ohio Attorney General's Office. In that position, he managed a staff of 9 assistant attorneys general and was responsible for legal matters across primary, secondary and higher education in Ohio. He worked on such matters as Ohio's school funding litigation, legal challenges to the state's pilot vouchers program and the state's proficiency exams, desegregation cases in Cleveland and Cincinnati, challenges to the privatization of university operations, as well as the use of affiliated entities by the state's institutions of higher education. He also worked closely with Central State University in its successful stabilization efforts after that university experienced financial and operational difficulties several years ago.
