Todd's primary area of responsibility is the coordination of Ohio State’s compliance programs related to:
- the Use of Human and Animal Subjects and Personally-Identified Information
- Grant Submission, Management and Contracting
- The Licensing and Commercialization of University Technology
- Research Integrity, Including Conflict of Interest and Scholarly Misconduct
- The Use of Classified Materials and Export of Controlled Technologies
Todd is a former associate counsel in the University’s Office for Legal Affairs where he provided primary legal support to the Offices of Research, Technology Licensing and the Responsible Research Practices, the Ohio State University Research Foundation, and the Colleges for research-related issues.
Prior to joining Ohio State, Todd was an attorney with the law firm of Hahn Loeser & Parks, where he represented technology start-up companies and small and medium sized businesses in transactional corporate, health care and intellectual property matters. Before that time, Dr. Guttman was a full-time faculty member, clinician and researcher at the Wright State University School of Medicine, Department of Emergency Medicine in Dayton, Ohio. Major Guttman also served as Associate Director for Emergency Services at the United States Air Force Medical Center Wright-Patterson. He is veteran of Desert Storm, Shield and Calm Operations.
