Anne K. Garcia Senior Vice President & General Counsel

As Senior Vice President and General Counsel for The Ohio State University, Anne Garcia serves as the chief legal advisor to the President, Board of Trustees, and University and Wexner Medical Center officers and administrators. As the leader of the Office of Legal Affairs, she manages a team of attorneys, paralegals, compliance specialists, risk managers, insurance consultants, and other professionals, which provides strategic advice and legal counsel to the university on all its key matters and risks. In addition, Anne oversees the Office of University Compliance and Integrity, which is responsible for compliance efforts across Ohio State. As an attorney for an instrumentality of the State of Ohio, she is also an Assistant Attorney General for the State of Ohio.

 

Anne advances the missions of both the University and the medical center by collaborating on business initiatives and providing sound legal counsel. Anne provides legal guidance and representation to the university, advising in areas including litigation, risk management, transactions, contract review, educational programs, personnel law, government relations, student issues, and athletics. She also counsels and represents the Wexner Medical Center administration, physicians, and staff, as well as the Health Sciences colleges. Anne is responsible for compliance initiatives in Research, Healthcare, Athletics, Environmental Health and Safety, Information Security, Title IX, Clery Act reporting, Ohio Public Records law and the Americans with Disabilities Act.

 

Anne joined Ohio State in 2016, coming from Saint Louis University (SLU), where she had been the Senior Associate General Counsel and Executive Director of University Compliance. In that role, she served as the university’s primary legal representative in risk management matters, oversaw the professional liability insurance portfolio, and advised on issues including health care transactions, regulatory investigations, complex litigation, graduate medical education, and physician services agreements for SLUCare Physician Group, the academic medical practice of Saint Louis University. While at SLU, she was the leader of the team that negotiated the reinvestment of SLU Hospital into a new joint venture with SSM Healthcare; a transaction Becker’s Hospital Review dubbed the “Most Interesting” of 2015. She also oversaw the compliance portfolio for the entire enterprise including billing and research compliance, HIPAA, export controls, and time and effort reporting. She also served as member of the Office of the CEO for the Physician Group. Prior to her work at Saint Louis University, Anne was in private practice for many years, focused on defending physicians, nurses and hospitals involved in medical malpractice litigation.

 

She received her Juris Doctorate from Tulane University School of Law and attended the University of Notre Dame where she graduated cum laude. While in law school, she practiced as a student attorney with the Tulane Juvenile Law Clinic, representing the underserved youth population of New Orleans in criminal and civil litigation. Anne is licensed to practice law in Ohio, Illinois, and Missouri and is certified in Health Care Compliance. She is also an active member of the National Association of College and University Attorneys, the American Health Lawyers Association, the American Society for Healthcare Risk Management, and the Health Care Compliance Association. She routinely speaks at national conferences on key issues in the field of higher education and health care.
