Prior to joining Ohio State, Heather served as inside counsel at the Ohio Department of Transportation, the Ohio Department of Job and Family Services, and most recently the Ohio Department of Medicaid, where she was Deputy Legal Counsel.  While with the Department of Medicaid, she established and oversaw the Office of Contracts and Procurement.  Additionally, Heather gained experience and knowledge in HIPAA, conflicts of interest, ethics, public records law, internal investigations, security, and data sharing.  Heather was the first person to serve as chair for the ODM HIPAA Privacy Board.

Heather’s primary focus is on contracts, specifically physician employment agreements. Heather also assists with a variety of general contracts and managed care agreements.
